6. Develop and manage a complete, accurate and compliant Immovable Assets Register.

Purpose:

To timeously provide and manage suitable accommodation in support of Client needs to meet their service delivery objectives.

Function:

1. Develop the strategic framework and management approach to lease management for both freehold and leasehold portfolio
2. Provide strategic leadership in the management of the State owned properties
3. Provide the management of leases for both freehold and leasehold portfolio at regional level.

Purpose:

To manage and monitor the provision of corporate management services and oversee the coordination of regional operations.

Function:

1. Provide human resources management services
2. Manage information technology services
3. Manage security and facilities services
4. Render legal services
5. Manage communication services
6. Develop and implement norms and standard to guide the implementation of corporate services within the Departments.

Purpose:

To oversee the provision of strategic management, Intergovernmental Relations, governance and risks services

Function:

1. Develop and Implement national norms and standards on all aspects involving strategic management services
2. Manage and coordinate monitoring and evaluation systems
3. Establish and manage risk and governance within the Department
4. Develop and implement norms and standards to guide the implementation of GRC within the Department
5. Manage the governance, compliance and service delivery programme.

Purpose:

To oversee skills provisioning and capacity building programmes for the Department including Government spheres.

Function:

1. Develop and implement national norms and standards for the provision of professional and engineering services
2. Manage the provision of capacity building programmes for Professional Services
3. Manage the provision of capacity programmes for engineering services
4. Develop and implement norms and standards to guide professional services within the Department.

Purpose:

To oversee the management of financial services and Supply Chain

Function:

1. Provide financial oversight and guidance on the Public Works sector and entities
2. Oversee and monitor the management of Supply Chain processes and systems
3. Manage the provision of budgeting and financial accounting services
4. Develop and implement norms and standards to guide the execution of financial services within the Department.

Purpose:

Oversee the management of SCM services within the PMTE

Function:

1. Oversee the development, management, implementation, and account for the system of demand and acquisition of goods; services and works related to infrastructure/construction, property and facilities management in head & regional offices.
2. Oversee the development, management, implementation and account for the system of Logistics Operations, Asset and Disposal Management and Contract Management.

Purpose:

To provide effective and efficient delivery of accommodation needs for DPW and User Department through Construction

Function:

1. Oversee the management and coordination of the key activities of projects
2. Manage the construction and refurbishment of DPW buildings
3. Oversee the coordination of the departmental and clients infrastructure, maintenance and technical portfolio support services
4. Provide strategic leadership in the management of engineering services.

Purpose:

To ensure that immoveable assets used by government departments and the public, are optimally utilised and maintained in a safe, secure healthy and ergonomic environment while contributing to job creation, skills development and poverty alleviation.

Function:

1. Provide Strategic leadership to the management of facilities programme management
2. Provide Strategic leadership to the management of skill development service centres
3. Provide strategic leadership to the management of facilities compliance and small harbours including fishing harbours
4. Provide strategic leadership to the management of facilities at regional level.

Purpose:

To manage and oversee the development of policies and legislations

Function:

1. Oversee the development of policies across the Department
2. Oversee and regulate compliances of legislation and policies
3. Oversee the policy research services
4. Develop and manage the implementation of International relation framework
5. Develop and manage the implementation of policies, norms and standards within the Department

Purpose:

To provide the coordination and management of Intergovernmental Relations services

Function:

1. Develop and Implement national norms and standards within the three Government spheres
2. Provide leadership, coordination and oversight over Public Entities and provincial departments of Public Works and Infrastrcture
3. To leverage inter-governmental relations relevant to DPWI’s mandate
4. Develop and implement norms and standards to guide the implementation of IGR for government spheres.

Purpose:

To oversee the management and implementation of EPWP to contribute to the national goal of job creation and poverty alleviation.

Function:

1. To provide training for youth in the artisan trades of the built environment.
2. Increase the number of Public Bodies reporting on the implementation of the EPWP.
3. Increase the number of Non-State Organisations participating in the programme.
4. Support Public Bodies in the different sectors to Implement EPWP to contribute to Full Time Equivalents (FTEs) and work opportunity targets.
5. Develop and Implement national norms and standard to guide the implementation of EPWP across government Departments.
