In an effort to accelerate progress in addressing infrastructure challenges and strengthen oversight at Hout Bay Harbour, the Director-General of the Department of Public Works and Infrastructure (DPWI), Sifiso Mdakane, conducted an oversight site visit at the Hout Bay harbour in Cape Town.

The visit commenced with an on-site briefing, led by the acting Regional Manager (RM) Dumisani Gqibela, who provided updates on the progress made, the current status of ongoing work, and outstanding interventions required to address existing challenges identified by the Portfolio committee at the harbour.
The oversight visit follows concerns raised during Portfolio Committee engagements held 21 November 2025 regarding progress in addressing challenges previously identified during Parliamentary oversight visits to the harbour. Among the issues discussed were security and governance concerns, illegal occupation of DPWI-owned properties, sewerage blockages caused by improper waste disposal, and economic participation opportunities for local cooperatives.

In response to the challenges raised, the acting RM indicated that DPWI and the Department of Forestry, Fisheries and the Environment (DFFE) are finalising a Memorandum of Understanding (MoU) and implementation protocols to strengthen coordination and clarify roles and responsibilities relating to the management of the harbour. He further indicated that legal processes would be pursued to address unlawful occupation of government properties, while short-term leasing options for vacant buildings are being considered to prevent vandalism and generate revenue.
The Director-General expressed serious concern regarding the slow pace of progress in resolving some of the longstanding challenges affecting the harbour and emphasised the need for urgent intervention, accountability, and improved coordination among all stakeholders.“Our priority is to restore Hout Bay Harbour into a safe, functional and economically productive facility that benefits local communities and supports job creation. We are committed to accelerating interventions and strengthening accountability to address the challenges identified,” said DG Sifiso Mdakane.

As part of the resolutions arising from the visit, is the conducing of a feasibility study that will provide a report on infrastructure areas requiring urgent attention and associated budget requirements. The Department also committed to appointing a dedicated Property Manager who will report directly to the DDG: Project Management Office to strengthen coordination, accountability, and oversight at the harbour.
